Is Online Gambling Legal in Ontario?

Yes. As of April 4, 2022, the Alcohol and Gaming Commission of Ontario (AGCO) began licensing private online gaming operators. The same applies for the operators in Alberta, which also launched its regulated online gaming market in July 2026. Other provinces rely on their provincial lotteries for iGaming.

How to Verify You're on the Real Ontario Casino Site

It is advised that you access casino sites directly through their trusted sources to avoid phishing scams.

4-Step Verification Process

1️⃣ Check the URL Domain

To ensure you are playing at an AGCO regulated and licensed casino, check the web address and look for a dedicated Ontario address (i.e. BetMGM Ontario’s address is on.betmgm.ca). Fake sites will attempt to deceive you by using addresses that are very similar to the legitimate site. The best way to ensure you have the right web address, is to type it in, or use a bookmark.

2️⃣ Check the Footer for the AGCO

Registered Ontario sites on their pages say that they're licensed by AGCO and work under an agreement with iGaming Ontario. Some show a registration number (Jackpot City Ontario: OPIG1236392) and BetMGM Ontario and Betway Ontario don't show any, so check operator name on iGaming Ontario's website.

3️⃣ Verify SSL Certificate

Addresses of legitimate websites begin with the secure hypertext transfer protocol (https://) and display a padlock. The padlock and secure hypertext transfer protocol does not guarantee a website is legitimate, and other checks should be performed as well.

4️⃣ Check iGaming Ontario's List

You can verify a casino website by visiting igamingontario.ca and verifying the casino is on the operator list. If the website is not on the operator list, the casino website is not regulated for the Ontario market.

🚨 Red Flags That Signal a Fake Casino Site

  • Unsolicited emails with login links

What to Do If an Ontario Casino Won't Pay

All the operators should have a formal process to resolve complaints. For example, BetMGM says they take up to 90 days to resolve the complaints. Betway terms also say eCOGRA is the next step after them and iGaming Ontario.

If the complaint is still not resolved, contact iGaming Ontario at 1-833-554-4263 or igaming@igamingontario.ca, with the site’s name, your player ID and complaint reference ID. Keep all emails and screenshots as proofs.

In Ontario, there are two levels of self-exclusion. The first is the casino-specific program, and the second is BetGuard, which is offered by iGaming Ontario. Through BetGuard, you can temporarily self-exclude from legal online gambling in the province for periods of 6 months, 1 year, or 5 years. You can also set a custom duration. Individuals aged 19+ are eligible to apply for BetGuard. After you submit an application, you can extend the exclusion duration, but you are not allowed to shorten it.

Is online gambling legal in Ontario?

At casinos licensed by the Alcohol and Gaming Commission of Ontario (AGCO). In April 2022, the AGCO permitted online casinos to operate within Ontario. All customers must be 19 years of age and located in Ontario to place bets.

Can I still play at international casinos if I'm in Ontario?

It is not a good idea. Ontario's laws and regulations do not prohibit players from accessing unregulated off-shore online casinos, and most prohibit players located within Ontario. Also, if players experience any issues with unregulated online casinos, they will not be protected like players of regulated online casinos. It is in the player's best interest to only use casinos that are regulated by the AGCO.

How do Ontario casinos verify I'm actually in Ontario?

By using geolocation software. BetMGM uses GeoComply and Geoguard. These software check the location of players and bets using various means including players' cellular networks and Wi-Fi. Using a VPN or remote desktop can misrepresent the player's location. Additionally, using a VPN to hide the player's location is considered advantage play, and the terms of the casino state the player is ineligible to receive any promotions.

Why don't you show bonuses for Ontario casinos?

AGCO rules state that casino operators cannot publicly advertise bonuses. This means that casinos are unable to publicly share promotional offers. Offers can only be shared on the casino's own site or to players who have expressed interest in receiving the promotional emails. Thoroughly read a promotional offer's terms and conditions to understand the exact provisions of the offer before agreeing to the terms.

What should I do if an Ontario casino won't pay?

Complain to the casino first. We have outlined how to do this in the Complaints section above. You can then complain to iGaming Ontario if you are not satisfied with the outcome.

Do I pay taxes on casino winnings in Ontario?

No. Winning at the casino does not create a tax liability. Windfalls are not considered taxable income by the CRA. Large winnings do need to be reported to FINTRAC for anti-money-laundering purposes, but that is not a tax document.

What is iGaming Ontario vs AGCO?

AGCO is the provincial regulator. iGaming Ontario is an agency of the Government of Ontario. iGaming Ontario accepts complaints from players who have not been satisfied by casinos and operate the BetGuard service.

How does self-exclusion work in Ontario?
