In the hours following the opening of Canada's Ontario market, some of the world's largest and most recognized online betting and casino brands scrambled in and launched their Ontario sites, all in compliance with regional regulations through iGaming Ontario. Most international competitors launched their Ontario sites at some point as well; however, a handful chose not to bother, instead opting to sit on the sidelines and pass on access to what is already one of North America's largest gaming markets. Some of the market leaders to early launch in Ontario include BetMGM, PokerStars and 888casino, to name just a few, all via their Ontario compliant platforms and as iGaming Ontario members.

Why Ontario Went This Route

Follow the money. Billions of dollars were being routed through these offshore gambling sites every year. And not a single dollar of tax revenue had been collected here in Ontario. The government wanted a piece of the action. And they wanted more measures in place to protect gamblers. Things like ensuring fair games, adequate protections to prevent problem gambling and that the people running these sites weren't crooks.

AGCO (Alcohol and Gaming Commission of Ontario)

The regulator. They write the rules for internet gaming that must be followed by AGCO licensed operators. They issue the licence to allow the site to open to the public. And when a site fails to meet the rules, they fine them or revoke their license. As the governing body for internet gaming in Ontario, AGCO has its own list of standards related to online gaming including advertising, bonus structures, the provision of responsible gaming resources and that your website information is kept secure. If an internet gaming site fails to meet the Standards, they could be subject to fines, and in serious cases, have their license revoked.

iGaming Ontario (iGO)

iGO is the business side. iGO is a subsidiary of the Ontario Lottery and Gaming Corporation (OLG). Their role is to negotiate and execute commercial agreements with private operators. Essentially they are the link between casinos and the government.

It's not as simple as just becoming AGCO licensed. The operator will then enter into a conduct and management agreement with iGO for seed buying and selling agreement, revenue sharing, management terms and reporting. iGO will be paid by the producer, monitor their compliance and will have to refer any non-compliance issues to AGCO.

How Bonuses Changed Under AGCO Rules

What AGCO Restricted

In a major shift, AGCO introduced new Standards for Internet Gaming which include restrictions on promotional advertising. Here are the key changes:

• Constant Responsible Gambling warnings on-site. Any promotional communication regarding a bonus that is sent to players via email or the site also have to contain the necessary information with respect to the Responsible Gambling warning and information as to who to contact. (These warnings are ugly and take up space. Headlines like $1,500 FREE! can be shrunk way down.)

The Practical Result

Generally, yes, but there are exceptions. Some Ontario-registered operators have kept their global/international offerings the same as those available to Ontarians. Others have reduced their bonus offers. The promotional wording and terms and conditions often detail the changes.

We simply list the promos as we find them and cannot tell you which casino has the better bonus. • Inducement ads on social media: Bonuses, promotions, free play offers can't be advertised on Instagram, Twitter, Facebook, TikTok or any third-party media site. You can still share brand content, but the minute it refers to a bonus it will be in breach of AGCO rules.
• Expose games to unverified players? It's now not possible to display free play games and demo modes to players who haven't verified their age and account. No more "join without registering" buttons.

Ongoing Restrictions

• Targeting minors. Ads can't appear on platforms, shows, or content where the audience is primarily under 19.
• Glorifying gambling To avoid promoting an unhealthy form of gambling, marketing can never suggest to consumers that winning money via gambling games leads to such things as social prestige, a safer financial situation or a solution to personal problems.
• High pressure tactics such as using phrases like "Last chance!" or "Limited time!" to create a sense of urgency. AGCO is keen to see customers taking thoughtful and deliberative purchasing decisions, free from the influence of fear of missing out (FOMO).

Why This Matters

Less aggressive marketing means Ontario players see fewer misleading ads. But it also means discovering new casinos requires more effort. You won't stumble across bonus offers scrolling Instagram. You have to actively look for them.

Maybe. BC looked at it back in 2023 and didn't go through with the change. Alberta hasn't said anything. In Quebec, Espacejeux is run through Loto-Quebec already, so they may as well just keep the monopoly.

We've seen first-hand the impact that a $1 billion dollar market can have. While that $1 billion dollar number gets all the attention, creating all the rules, finding companies to operate in these new markets and enforcing those rules takes years. Others will take a long time to follow in Ontario's footsteps.

Can You Still Use International Casinos?

Technically yes. Legally? Complicated.

What the Law Says

iGaming Ontario Ontario residents can only be served by iGaming Ontario registered operators. Casinos based internationally were supposed to be required to geo-block Ontario, and most do, but some do not.

If you access an unregistered casino from Ontario, you're not breaking any laws. The casino is. But that distinction doesn't help when they refuse your withdrawal and you have nowhere to complain.

The Risks

• Zero AGCO protections - no dispute resolution and no self-exclusion, although it's worth noting that fair gaming standards do not appear to exist in unregulated markets either.
• Payment headaches Banks and processors starting to flag payments to unlicensed sites in Canada. Even if Interac does allow direct bank to bank transactions to our site we can't promise it will go through because banks may decide not to honour such payments. Credit card companies may also cancel payments to any site they deem to be offering illegal gambling activities.
• The only major downsides to playing online casinos from Ontario are: - Tax complications. The Ontario casinos report wins over a certain amount to the CRA as they are supposed to. Offshore sites do not. In the unlikely event that you decide to win a large amount and report it to the tax people yourself (meaning it does not appear on your T4 form), you will have to deal with CRA to complete a T4A form that acknowledges that you won the money.

Our Take

Sticking to AGCO approved casinos means smaller bonuses and less variety of games to play, but much safer for you as a gambler. More International Operators Joining

Potential Expansion to Other Provinces

If Ontario keeps generating revenue and other provinces decide it's a good idea to regulate online gaming too, then Canada's gaming commission will have to step in and force uniform rules across the country. Players, operators and Canada as a whole will be better off with rules that are national, rather than haphazard and from one province to another. The huge, multinational online casinos that make up the global black market for online gaming will not be pleased.
